The College of the North Atlantic – Qatar is inviting nominations and applications for the position of Contracts and Purchasing Specialist (Temp) in the Procurement Department. Reporting to the Procurement Manager, Contracts and Purchasing Specialist must be a proven leader with the skills and expertise necessary to support the Procurement Department in fully implementing the College’s mission and vision.

Duties & Responsibilities:
This position requires an energetic and enthusiastic individual who will support the timely and accurate processing of supplies, services and transactions for all departments at CNA-Q ensuring an efficient service and value for money.
Candidates should have an outstanding record of experience in procurement management or related field, and possess the qualifications necessary to be successful in the role of Contracts and Purchasing Specialist.
The successful candidate will be responsible to process requisitions for supplies and services from CNA-Q employees, ensuring all required information has been provided by the requester and support negotiations through communication with suppliers regarding product updates, pricing, delivery and timelines.
The Contracts and Purchasing Specialist will be prepare purchase orders for supplies and services within the spending thresholds in alignment with College purchasing policies and procedures and issue purchase orders once reviewed and approved. Candidate will conduct regular reviews of outstanding purchase orders and follow up with the supplier to ensure delivery within acceptable timelines.
The Contracts and Purchasing Specialist will provide advice and guidance to requesters of supplies and services regarding College purchasing policies and procedures, preparing scope and specifications of work.
Candidates should build and maintain professional relationships with current and new suppliers to ensure productive working interactions and to stay up-to-date with prices, new products, equipment and services.
Responsibilities will also include maintain accurate and up-to-date records in the Purchasing Process Database ensuring retention of supporting documentation for the required timescales and produce accurate purchasing data to support Procurement Department reporting requirements.

Qualifications
Education and Certifications:
Bachelor’s degree in Business Administration required
Experience:
Minimum 5 years of relevant experience in Procurement Management
Preferred 6 years experience in government or semi government sector
Pervious knowledge of and experience working with Qatar Tender Law is preferred
Language:
Fluency in written and spoken English language
Fluency in written and spoken Arabic is preferred

Other Required Skills:
Ambitious and self-motivated team player, reliable and dependable with a desire to lead by example is required. A proactive can-do attitude to work, good time management and ability to think analytically and solve problems is essential. Commitment to positive relationship building and effective working relationships across all levels of the organizations is necessary. Knowledge of sourcing and supplier negotiation, vendor management and tendering is required. Commitment to ongoing training and continuous professional development is needed. Candidates should demonstrate excellent communication and interpersonal skills.
