This role is responsible of developing, implementing, and monitoring the tactics and processes related to the outsourced workforce as part of the IsDB People Strategy and HR business planning activities, in order to maximize the benefit of the outsourced workforce using the tools and techniques of workload analysis, Professional-to-Support ratio, cost-benefit analysis, outsourcing best practices and different types of Temporary Work Arrangements and Remote Work Arrangements.
This role also (i) manages the outsourcing contracting matters in both IsDB HQ and IsDB Regional Hubs, and (ii) executes the related processes in full coordination with the concerned HRBP and business units and (iii) allocates the budget needed and grants the required clearance for new hires and existing outsourced workforce.
Key Accountabilities & Activities:
Contribute to annual divisional/departmental planning by providing input on operations and budgets related to the outsourced workforce for both IsDB HQ and IsDB Regional Hubs.
Provide guidance on interpretation of IsDB policies and procedures, and regulations related to outsourcing and people strategy.
Analyze and identify gaps and suggest improvements to policies or procedures for more effective utilization of outsourcing.
Monitor the trends and developments in the outsourced workforce in the job market.
Participate in workforce planning process and outsourced staff recruitment plans, e.g., contractual agreements, backup plans, and other related issues to ensure smooth operations of the outsourced activities.
Document issues of the outsourced workforce and resolve them with the agencies.
Manage the Remote Work Arrangements (which is applicable for new hires, who have been through the full recruitment cycle and have been selected for jobs in IsDB) allowing them to join IsDB remotely, till the finalization of their onboarding process and physically join IsDB)
Explore different types of Temporary Work Arrangements like outsourcing, Freelancing and other Short-Term contractual models.
Collect and analyze the skills required in outsourced workforce to meet the IsDB different business units’ needs (HQ and RHs).
Establish a database of outsourcing service providers as well as potential outsourced/temporary staff and their profile, skill sets and availability, and maintain professional relationships with the network of relevant agencies.
Conduct market research and prepare proposal requests, provide professional support to allocate/establish budgets for outsourcing, and review and selection of the proposals submitted.
Develop evaluation criteria of recruitment and selection of outsourced workforce as well as contracting and continuing the outsourcing service providers and suggest any contractual terms of reference for the mutual benefit of IsDB and other parties.
Develop Selection criteria, prepare proposal requests, and negotiate with the outsourcing vendors/outsourced workforce service providers to ensure effective outsourcing of workforce services for IsDB.
Supervise the contractual arrangements of the outsourced staff with service providers and related departments/teams including end of the service and/or terminating the contracts at completion.
Analyze and report the performance/workload of the outsourcing service providers/outsourced workforce and identify areas of improvements, alternate innovative solutions, and recommend win/win solutions.
Analyze the financial budgets through administering the contractual billing and reporting on the outsourced services.
Policies and Procedures
Participate in drafting policies and procedures as per management instructions under the supervision of the Lead Talent Acquisition in coordination with concerned HR CoCs.
Continuously conduct improvement by identifying more efficient/creative ways and means to achieve the outsourcing strategy and objectives for optimal performance in line with the best practices.
Ensure compliance of the agencies and their staff with the Bank’s policies, rules, and procedures as well as the host country / RHs rules and regulations.
Knowledge Sharing & Innovation
Provide input to populate the inventory of lessons learnt and formulate recommendations.
Support the Division/department in research and analysis of the related data and information.
Orient, guide and provide support regarding the outsourcing trends.
Reporting and Communication
Prepares reports (regularly/ad-hoc) to provide the Lead Talent Acquisition of the latest updates regarding the outsourcing services, resources, and its operations.
Supports the internal and external communications (including IsDB Group various entities) to ensure effective coordination and cooperation related to the outsourcing services area.
Education Certification & Experience::
Academic and professional qualifications:
Bachelors degree in Human Resources, Business Administration, Project Management or any relevant
Minimum 5 years of relevant experience in human resources management, contracts and outsourcing management.
English – Mandatory

Skills & Necessary Knowledge:
Excellent knowledge of outsourcing contracts and management
Advanced knowledge of host country rules, labor laws and regulations related to outsourcing of manpower
