Senior Commissioning Oversight Specialist – Nawah Energy Company , UAE

Job Description
To ensure management and oversight of the Prime Contractor for the assigned plant systems – NSSS, BOP, TG etc. , ensuring that delivery is contractually compliant with the commissioning scope defined in the prime contract and supporting agreements. To ensure and support the implementation of the department responsibilities of the Barakah Operational Readiness program.

Key Activities
1. Commissioning Oversight
Responsibilities and Accountabilities:
Prepare commissioning oversight procedure and checklist.
Assist in the review of PC generic commissioning and test plans and procedures to ensure adequate demonstration that plant systems, structures and components meet design and regulatory requirements.
Work with the PC to develop “construction to commissioning” and “commissioning to operations” turnover processes for the assigned plant systems in order to facilitate turnovers and support training of Nawah staff embedded in the PC commissioning organization.
Oversee the turnover process and implementation for the assigned plant systems, to validate that exceptions are identified and turned over systems have been maintained by the PC.
Validate exceptions and punch list processes properly as well as document commissioning status and track completion of work and corrective actions through full implementation.
Witness and review commissioning tests/results to confirm compliance with design acceptance criteria and regulatory requirements.
Support verification of PC reported progress on commissioning scope.
Support development and implementation of the Power Ascension Test (PAT) program and procedures, and provide oversight of PC and subcontractor personnel in performance and documentation of PAT.
Ensure and support the implementation of the assigned department responsibilities of the Operational Readiness.
Support the development of Energy Pioneers, by assisting in the transfer of plant system & commissioning knowledge to these staff during their on-the-job participation in commissioning oversight
Support the ENEC Licensing Department in review of PC commissioning input to the Construction and Operating License Application to ensure that UAE regulatory requirements will be satisfied.
2. Safety and Quality

Responsibilities and Accountabilities:
Ensure that Commissioning and Operations department staff and Prime Contractor (PC) management leadership demonstrate a strong commitment to the culture of safety and quality and that all work performed during Commissioning is carried out safely and in compliance with approved procedures, the Quality Assurance Manual and Regulatory requirements.
Initiate and participate in PC QA audits as required to ensure delivery of an NPP built to the highest quality standards.
3. Work Management

Contribute to the development of UAE National employees in a manner which supports the objectives of the corporation and its Emiratization strategy.
Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities of UAE Nationals where applicable and maximize their effective performance.
Support the ENEC Licensing Department in review of PC commissioning input to the Construction and Operating License Application to ensure that UAE regulatory requirements will be satisfied.
4. Stakeholder Engagement

Responsibilities and Accountabilities:
Facilitate communication both internally and externally in order to build and nurture mutually beneficial working relationships.
5. Health and Safety and Security
Responsibilities and Accountabilities:
Follow all relevant company’s Health and Safety policies, processes, procedures and instructions to ensure Health and Safety compliance in all aspects of work per sound management practices by applying these Health and Safety policies and procedures to self and others to take reasonable care for the Health and Safety of people, or the environment, who are at the employee’s place of work who may be affected by the employee’s acts or omissions at work.
Follow all relevant Security policies, processes, procedures and instructions to ensure security compliance in all aspects of work, by applying them on self, others and Corporate assets.
Ensure compliance with corporate requirements for adherence to policies, procedures and instructions related to Crisis Management and Business Continuity in order to continue mission-critical activities.

Skills
Bachelor degree in Engineering
Experience:
minimum: 5 years supervisory and/or management experience in NPP Commissioning and Operations
preferred: 13 years supervisory and/or management experience in NPP or Conventional Power Plant in Commissioning and Operations.
