Senior Offshore Inspection Engineer – Qatargas , Qatar , Doha

Job Purpose
Plans, organizes and controls the inspection of static equipment including pressure vessels, boilers, heat exchangers, columns, tanks, piping, pressure relieving devices etc. Makes the recommendations on actions needed to preserve or to restore the integrity of equipment and controls their implementations that help prevent major safety or business events. Support in developing company inspection policies, procedures, practices for optimized and consistent application. Senior Inspection Engineer should be able to carry out data acquisition and analyses independently.
Reporting and Relationships – II
Interfaces with outside organizations, such as NDT service providers, Equipment suppliers, engineering consultants, OEM vendors etc.
Supervises inspection service providers/contractors to oversee execution of field inspection activities as per approved scope of work and ensure quality.
Interfaces with shareholder technical SMEs part of technical solutions development.
Job Context & Major Challenge(s) – I
Develops inspection plans as well as risk based inspection analyses for the assigned asset to address static equipment threats
Manages low to medium complexity multi-disciplinary static equipment threats with various uncertainties and providing technical recommendations to help safe continued operation.
Manages various interfaces and is required to achieve alignment with various stakeholders for issues related to static equipment within area of responsibility.
Provides comprehensive technical support requiring multi skills for various engineering studies such as RCFAs, FAs, BAs or external studies involving consultants.
Work activities requires good technical and behavioural skills in analysis, information interpretation and constructive thinking, engineering judgment and decision-making.
Balancing between technical benefit of inspection technologies and business requirement and provision of optimum inspection solutions.

Key Job Accountabilities – I
Develop and perform gap assessment on procedures for implementation of inspection practices for offshore installations underwater jackets, topside structures and static equipment in operating facilities.
Directs Inspectors and technicians to perform inspection activities based on Risk Based Inspection (RBI) methodology and company inspection policy to enhance plant Integrity and Reliability.
Supervises the activities of Inspectors, Contractors ranging from highly specialized Inspectors and technicians, depending on relevant inspection tasks during maintenance/shutdowns and/or other specific activities.
Optimize inspection frequencies, inspection/maintenance cost and provide necessary guidance to other Engineers while performing the same to ensure program practicality while maintaining asset integrity.
Coordinates with Operations, Production Engineering, QA/QC & Corrosion Angering, Static Engineering and Maintenance to implement inspection activities as per inspection plan and inspection recommendations along with related scope of work. Prepare shutdown scope of work and participates in shutdown execution. Prepare underwater structure inspection scope of work.

Key Job Accountabilities – II
Prepares the technical specifications for Inspection Contracts. Prepares scope of work and contributes to the evaluation of calls for tender for Inspection services/NDT services/ Personnel and annual budget preparation and audits as required by company relevant procedures.
Coordinates with long-term Inspection Contractor & External Agencies for specialized Inspection and innovative technologies.
Support peers and /or special team to investigate complex facility integrity threats in his area and in developing long term solutions to mitigate integrity issues.
Participates in Risk Assessment, RCFA, MOC, ALT and various meetings and provides inspection input.
Support development of national engineers, building training programs, providing coaching part of on job learning opportunities and identifying rotation plans as part of IDP development.

Part B: Person Specification – Minimum Requirement
Degree in Engineering (Mechanical, Industrial, Material or equivalent).
Knowledge and/or Experience – I
6 years of relevant experience in fixed equipment inspection and assessment in operating facilities.

Technical and Business Skills – I
Fluent in English language (demonstrated verbal and written skills).
Computer literate in MS Word and Excel and knowledgeable in relevant software tools and specifications
Conversant with using Meridium or similar Data Management Software
Knowledgeable to competent level in risk based inspection, Corrosion/corrosion control and damage mechanisms.
Awareness of relevant plant processes and materials
Technical and Business Skills – II
Has knowledge to a basic level in the following inspection technologies: UT, MT, PT, RT, and familiar with Advanced NDT and refractory inspection.
Has basic knowledge in welding engineering and welding technologies.
Conversant with relevant international codes and specifications
Holds certification in either API 510, 570, 653 (as required); AWS-CWI/CSWIP 3.1; or equivalent.
Knowledge to a basic level with hands on experience in fitness for service and remaining life evaluation related to static equipment
Basic knowledge in incident investigation and root cause failure investigation.
