Job Description
Corporate Strategy Development
Develop, implement and manage a practical and effective corporate performance management system that measures and produces reports on GCAA organisational performance at monthly and quarterly intervals
Contribute in formulating GCAA Strategic Plans by organising business environment assessment process; scenario planning and thorough research on the challenges faced by the aviation industry in both medium and long term. Contribute towards the development of strategic recommendations ensuring the translation and fulfilment of GCAA vision and mission.
Organise workshops to facilitate strategic discussions, assess or carry out organisational DNA, baseline study, stakeholder study, benchmark study and review of the pertinent UAE legislation or ICAO regulations to identify issues of strategic relevance to GCAA.
Carry out impact assessment studies and formulate strategic recommendations in response to changes in the global and national aviation sector. Initiate special studies, market and competitive research pertaining to the future of the GCAA and the UAE aviation sector.
Along with the business owners, define key performance indicators (corporate and departmental KPIs) and establish targets in consultation with Executive Directors for GCAA Operational Plan. Monitor performance to ensure achievement of results against agreed objectives and targets. Monitor, track, assess, and report on GCAA corporate performance with regard to the agreed and established strategic and operational targets and produce reports for senior management.
Develop initiatives based on the Federal Government shared KPIs to ensure accomplishment of these key performance indicators.
Coordinate with the business owners to develop remedial actions for the shortfalls in the Operational Plan targets. Follow up on the implementation of remedial actions and report to the senior management.
Corporate Performance Management Framework
Develop a proper tracking and reporting system against corporate performance objectives focusing on analysing the impact of deviations from plans and objectives to provide senior management with timely visibility of performance progress and the Risk Assessment reports..
Lead the process of introducing the Balanced Scorecard based strategic planning process, provide guidance on process and methodology and develop cross GCAA capabilities.
Develop and look after a system for the timely extraction and collection of data for the departmental KPIs through tools, templates and systems to ensure goals, objectives are set as agreed and results are monitored timely.
Ensure establishing the definition of key performance indicators (corporate and departmental KPIs) and targets for GCAA services so that performance can be monitored and that achieved results are aligned with agreed objectives.
Corporate Operational Plans
Provide consultation and advice to the business owners in the development of their yearly operational plans in order to ensure that the strategic plan is cascaded into clear and well defined business plans and initiatives/projects.
Internal Coordination and Support
Liaise with all departments in order to ensure consistent application of the corporate strategy and performance scheme across the departments to contribute to the improvement of organisational efficiency level.
Ensure the individual alignment with the Corporate Performance Management System, coordinate with HR appraisal system owner to ensure the cascading and alignment of GCAA objectives to departments and individuals.
Develop presentations, speeches, and outlines; monitor industry trends and GCAA surveys and studies to produce consolidated summary reports to business owners. Provide support to the strategic issues management process, i.e. identify and assess strategic issues, assess opportunities and threats to develop recommendations.
Work with the Business Unit heads on translating their respective departmental strategies and objectives into departmental plans which will be used in the development of Operational Plans for each Sector of the GCAA
Respond to all queries/clarifications raised, to facilitate the smooth functioning of the strategy development and performance process as per standards.
Department Strategy
Contribute to the development of the Departmental strategy in line with the functional strategy to ensure vertical alignment and horizontal integration with other interfacing Departmental strategies across GCAA.
Ensure that Departmental strategies and related strategic plans are developed and implemented, which are aligned with the vision and mission of GCAA
Department Budgets and Plans
Contribute to the preparation of the Corporate Strategy and Performance Department budget and monitor financial performance versus the budget so that the business is aware of anticipated costs/revenues, and areas of unsatisfactory performance are identified, rectified promptly and potential performance improvement opportunities are capitalised upon.
Department Continuous Improvement
Contribute to the identification of opportunities for continuous improvement of Department systems, processes and practices taking into account ‘international best practice’, improvement of business processes, cost reduction and productivity improvement

Department Organisation Structure
Support the process of the definition of an optimum organisation structure for the Department so that resources are optimally utilised and communication can take place in an efficient manner
Department Policies, Systems, Processes and Procedures
Recommend improvements to departmental policy and oversee the implementation of procedures and controls covering all areas of Corporate Strategy and Performance activity so that all relevant procedural/legislative requirements are fulfilled while delivering a quality, cost-effective service client departments.
Internal Surveillance Programme of the Sector
Contribute to implementation of corrective actions raised against the Department under the internal surveillance programme to align with international standards and continuous improvement
Department Safety, Quality and Environment
Contribute to ensuring compliance with all relevant safety, quality and environmental management procedures and controls to guarantee employee safety, legislative compliance, and delivery of high quality service.
Personnel development
Perform additional tasks as requested by the management to be able to achieve objectives/ commitments.
Reports
Ensure that all reports are prepared timely and accurately and meet company/department requirements, policies and standards.

Knowledge and Experience:
§ Preferably a degree from a University/College in Business Management or professional qualification in Corporate Strategy and Performance.
§ Experience in strategic planning or a related discipline, strong analytical and interpersonal skills; global perspective; understanding of the regulatory and commercial aspects of global aviation industry is required.
§ Development, implementation and management of performance management systems in large multi business organisations preferably airlines. A thorough understanding of developing and implementing Strategic Performance tools and techniques such as Balanced Scorecard.
10 years of aviation industry experience in Corporate Strategy and Performance areas.
