About the Position: This position is located within the United States Military Training Mission (USMTM) on Al Nahkla Command in downtown, Riyadh, Saudi Arabia. Al Nahkla compound is a high-end resort with both living, working and recreational areas. There are activities including, gyms, swimming, pools, a tennis court, plus grocery, food, and several retail service facilities. The weather can be hot and dry with extreme heat in the summer months and mild winters with little rain.

Serve as a Foreign Military Sales (FMS) Program Budget Analyst providing direction for planning, scheduling and coordinating the efforts of the program’s budget.
Responsible for providing direction for planning, scheduling, and coordinating the efforts of the program’s budget.
Compile an annual budget spending plan and execution process for the program’s activities to support FMS cases to include living/office villa facilities and logistical management.
Perform various financial management and budget functions involving a wide range of administrative, technical, and analytical duties in the formulation, presentation, defense, and execution of a FMS budget.
Travel Required
Occasional travel – Business travel may be required up to 10% of the time.

Two year trial/probationary period may be required.

This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

You will be required to provide proof of U.S. Citizenship.

Requires a Financial Management Certification Level II which must be obtained within 2 years of hire.

IAW USCENTCOM Individual Protection and Individual-Unit Deployment Policy, MOD-15, this position requires the incumbent to pass a pre-placement medical and dental examination prior to appointment, as well as receive required immunizations.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience, which includes: 1) planning, coordinating and developing procedures and policies for the implementation of program budgets; 2) analyzing budget submissions for accuracy, ensure program requirements meet funding requirements through fund certification; 3) processing budget documents using accounting systems such as the General Fund Enterprise Business System (GFEBS), for fund requirements; AND 4) monitoring budget execution to ensure funds are allocated correctly. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).

Direct deposit of pay is required.
U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
Locality pay does not apply in the overseas area.
Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
Selectees may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. Selectees will have their eligibility for foreign area benefits determined at the time of hire in accordance with Department of State Standardized Regulation (DSSR) and DoDI 1400.25 volume 1250.

This is a Career Program (CP-11) Comptroller position.
The initial length of this overseas tour is 1 Year Unaccompanied or 2 Years Accompanied, pending command approval and availability of housing. Dependents authorized are ADULT non-school age family members only IAW PDUSD (P&R) Memo of 17 Jul 08 and 07 Aug 08. Dependents below 18 years old are not authorized.
FULL-TIME U.S. CONUS HIRES ON A TRANSPORTATION AGREEMENT – OPM-SANG/USMTM Positions: Candidate hired from CONUS are authorized the following foreign allowances (subject to change without notice): 10% Post Allowance; 25% Post Differential; 25% Sunday Premium Pay for actual work performed on a Sunday; and Voluntary or Involuntary Separate Maintenance Allowance, if eligible; and 15 days of Home Leave. Work week is Sunday through Thursday. NOTE: These allowances are governed under the DSSR and subject to change with little or no notice.
