The U.S. Mission in Manama is seeking eligible and qualified applicants for the position of Human Resources Assistant.

BASIC FUNCTION OF THE POSITION
Under the supervision of the Human Resources Specialist, administers the Mission’s American HR Program. The
incumbent provides the full-range of support to U.S. Direct-Hire (USDH), Eligible Family Members (EFM), Members of
Household (MOH), DOS Interns, and U.S citizen Not Ordinarily Residents (NOR) employees of all agencies pertaining to
HR procedures and practices; interpreting, and applying DOS and Post regulations and policies on EFM employment,
recruitment, training, awards program, compensation, performance management, internships, and the Foreign Service
Officer (FSO) Test. Incumbent also assists and serves as backup for the HR Assistant (Local Program) and HR Assistant
(Visa Accreditation).

QUALIFICATIONS REQUIRED
Applicants must address each required qualification listed below with specific information supporting each item.
Failure to do so may result in a determination that the applicant is not qualified.
1. Education: Bachelor’s Degree in Business Administration, Management, or Human Resources Management is
required.
2. Experience: Minimum of three years previous experience in recruitment, or personnel work in Human Resources
Section is required.
3. Language: Level 3 (Good Working Knowledge) written and spoken English is required (will be tested).

HIRING PREFERENCE SELECTION PROCESS
When qualified, applicants in the following hiring preference categories are extended a hiring preference in the order
listed below. Therefore, it is essential that these applicants accurately describe their status on the application. Failure

* IMPORTANT: Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of the most
recent Member Copy Four (4) of the DD-214, Certificate of Release or Discharge from Active Duty, and, if applicable, a
letter from the U.S. Department of Veterans Affairs. If claiming conditional eligibility for U.S. Veterans’ preference,
applicants must submit proof of conditional eligibility. If the written documentation confirming eligibility is not
received in the HR office by the closing date of the vacancy announcement, the U.S. Veterans’ preference will not be
considered in the application process. Mission HR’s decision on eligibility for U.S. Veterans’ preference after reviewing
all required documentation is final.
** This level of preference applies to all Foreign Service employees on LWOP.

ADDITIONAL SELECTION CRITERIA
1. Management may consider the following when determining successful candidacy: nepotism, conflicts of interest,
budget, and residency status.
2. Current Ordinarily Resident employees serving a probationary period are not eligible to apply. Current Ordinarily
Resident employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent
Employee Performance Report (EPR) are not eligible to apply.
3. Current Not Ordinary Resident employees hired on a Family Member Appointment (FMA) or a Personal Service
Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a
When Actually Employed (WAE) work schedule.
4. Must be able to pass a pre-employment medical examination, and must be able to obtain and maintain the
appropriate security certification.
5. Candidates who are EFMs, USEFMs, AEFMs, or MOHs must have at least one year remaining on their sponsor’s
tour of duty to be considered eligible to apply for this position.

3. (If applicable). List any family members who are currently employed at the Embassy. Any omission in this area,
either intentional or accidental, may be grounds for dismissal.
4. (If applicable). Applicants who claim EFM or MOH* status must include in the cover letter accompanying their
application that they are claiming EFM/MOH status, their present nationality and name and employing section/agency
of their sponsoring family member.

6. Applications are only accepted in English. Certifications written in other languages need to be translated in English
for consideration.
