FUNCTIONAL AND HIERARCHICAL LINKS
The Program Manager is a member of the management team in charge of operations support, he answers to the Director of Operations and his primary role is to ensure that all ALIMA projects benefit from a clear operational strategy. and scalable and the effective operationalization of this strategy.
Ø The Program Manager works under the direct responsibility of the Director of Operations.
Ø In Dakar, he / she leads a team made up of a field management manager, an HR referent, a logistics manager, a medical manager and a donor referent.
Ø He supervises and supports the Country Representatives and Heads of Mission ALIMA.
Ø He works closely with the heads of local NGOs in the countries of intervention, and partners in general.

MAIN MISSION AND ACTIVITIES
The responsibilities of PR are structured around the following seven main axes:
He guarantees strategies for the missions under his responsibility; the PR is directly responsible for the operational component of each of these strategies
He is the guarantor of effective security management on the missions under his responsibility; in the event of a security problem, he is the focal point at seat level
It provides support to the field for security management, the implementation of projects and more generally the implementation of country strategies.
It supports partnerships set up in countries in order to better achieve operational objectives, whatever the types of partnership (with national, international organization, etc.).
He actively participates in the reflection on the role of ALIMA and the operational and strategic orientations of the association.
He manages HR aspects related to team management and recruitment.
He is responsible for the overall financial visibility of his operations and the financial contribution to the operation of ALIMA.

Description of responsibilities **
He guarantees strategies for the missions under his responsibility; the PR is also directly responsible for the operational component of each of these strategies
● Decides on the orientations of the project, the objectives and the resources allocated
● Is responsible for finding funding for his projects and for supporting the Heads of Mission in negotiating with donors located locally, or directly for donors located in the regions.
● Present openings and new directions to the Management Committee. After discussion, the final validation goes to the Director of Operations.
● Is responsible for the annual project plan formulated in the project document, taking up the assessment of the previous year, the objectives of the projects, the research objectives, the objectives of the partnership and the objectives in terms of funding.
He is the guarantor of effective security management on the missions that are under his responsibility; in the event of a security problem, he is the focal point at seat level
· He supports the various teams to ensure a sufficient understanding of the intervention context as well as security issues
· He ensures that the various supports necessary for good security management are put in place on all missions and projects
· Support and facilitate the search for means allowing the implementation of security recommendations
It provides support to the field for security management, the implementation of projects and more generally the implementation of country strategies.
● Ensures that the objectives, expected results, means and indicators are known by the ALIMA Country Representatives.
● Ensures that the desk team works in support of the field
● Ensures that the land has the resources necessary to implement the project.
● Follows the context of the countries for which he is responsible and is responsible for the security of the ALIMA teams in the field. He decides on an evacuation after discussion with the chef de mission and the operations management.
● Is responsible for the regular evaluation of the results of the program, for reorientation if necessary and for the adequacy of resources. He is responsible for communicating to ALIMA headquarters and to partners the results and results of projects carried out in the countries under his responsibility.
4. It supports partnerships set up in countries in order to better achieve operational objectives, whatever the types of partnership (with national, international organization, etc.)
● He maintains a privileged relationship with the heads of national organizations and ensures that the objectives and means of the projects are decided jointly as well as the appointments of project coordinators (responsible for implementation).
● It defines the respective responsibilities within the partnership.
● He validates the MOUs with the Director of Operations or the people to be involved.
● He knows the “platform” project and integrates the objectives into his projects.
5. He actively participates in the reflection on the role of Alima and the operational and strategic orientations
● He participates in the construction of Alima’s operational plan by analyzing the situations encountered on the ground.
● He is involved in discussions related to Alima’s development. He participates in meetings with the executive and the Boards of partner NGOs.
● He actively participates in the liveliness of internal discussions and exchanges (feedback, positioning of ALIMA, etc.)
6. He manages HR aspects related to team management and recruitment
The Program Manager, as DESK manager, is also responsible for managing his team on a daily basis:
● Organization of internal and external communication at DESK,
● Follow-up and support for people in his team, including country representatives, using the tools at his disposal
● Organization of its service (necessary adaptations, etc.)
● Organization and planning of meetings necessary for activity and team cohesion
● Conducts recruitment interviews for CP positions, CDM in particular, as an operational technical referent
7. He is responsible for the overall financial visibility of his operations and the financial contribution to the functioning of ALIMA
● Responsible for the efficiency and overall financial visibility of operations and for the teams, he works in close collaboration with the Finance Desk Manager, the DAF and his team, and he advises the Chef de Mission on these issues.
● Works in collaboration with the DAF and his team on the planning and monitoring of his team’s budget, and in particular on the re-invoicing necessary for the functioning of ALIMA overall.
● Final responsible for research and negotiation of funding to allow ALIMA to perform quality medical operations that correspond to our own objectives. To this end, he works in close collaboration with the head of the donor service, his team, the Heads of Mission and the Director of Operations.

EXPERIENCES and QUALITIES
Experience
● Good experience in humanitarian medical operations.
● Knowledge of the aid environment, health policies and experience in project management in insecure environments are mandatory .
● Good knowledge of humanitarian medical projects and must have worked in field coordination positions.
● At least two years of field experience in coordination positions are required.
● Experience working in the headquarters of an NGO is a plus.

CONDITIONS
Duration of the contract: Contract of indefinite duration under Senegalese law; with a 3-month trial period, renewable once, a maximum of 6 months. PLEASE NOTE THE PERSON SHOULD TRAVEL ABOUT 30% OF THE TIME.
Job start : September 2020
Salary : The equivalent in CFA Francs around 3,700 to 4,000 € net (after income tax deducted at source) monthly according to family composition.
Five weeks of paid vacation per year and system of recovery days for field trips;
Two round trips per year in the supported country of residence, including 1 round trip per year for his dependents;
If international candidate (recruited internationally)
Housing allowances of 2 to 5% of gross depending on family composition;
Premium for initial installation in Dakar from an amount of € 3,000, scalable according to family composition and according to the policy in force;
Support for tuition fees for dependent children, within the framework of the ALIMA policy and ceilings in force;
Additional health and evacuation cover taken care of by ALIMA for the employee and his dependents.
