The College of the North Atlantic – Qatar is inviting nominations and applications for the position of Manager, Human Resources in the Human Resources Department. Reporting to the Vice President, Finance and Administration. The Manager must be a proven leader with the skills and expertise necessary to support the Human Resources Department in fully implementing the College’s mission and vision.

Duties & Responsibilities:
This position requires an energetic and enthusiastic individual who will lead, manage, direct and monitor the activities of the HR Department. To ensure that the HR strategy and programs are designed, developed and implemented in alignment with CNA-Q’s strategic direction, as well as international best practice and relevant laws and regulations applicable in the state of Qatar and in line with CNA-Q’s values and objectives.
Candidates should have an outstanding record of industry experience in Human Resource Management and possess the qualifications necessary to be successful in the role of Manager, Human Resources. The successful candidate is responsible to contribute to the formulation of CNA-Q’s strategy and to lead the development of the Human Resources business plan, policies, procedures and guidelines.
The successful candidate will be qualified to provide leadership and oversee Talent Acquisition, Talent Management, Workforce Planning and Recruitment, HR Operation and Qatarization. This includes efforts and initiatives across CNA-Q to ensure a more stable Qatari workforce, overseeing career development and talent management plans and programs required for CNA-Q.
The successful candidate will oversee the maintenance of all payroll related information and all other HR operational activities, such as time and leave management, visa services, patriation of new employees, immigration and repatriation services, employee records management, compensation and benefits management and new hire.
The successful candidate will oversee the adherence to the employee code of conduct and resolution of employee HR inquiries and grievances, while ensuring adequate support is provided to CNA-Q employees
The successful candidate will maintain strong relationships with external stakeholders, including academic institutions, recruitment agencies, training providers, and related government and regulating bodies to contribute to growth and success of CNA-Q.
Provide support and advice to Executives on issues relating to people and change, talent management, employee engagement, performance management and employee relations
The successful candidate will lead the development of the performance management framework, in alignment with the applicable laws and regulations in the state of Qatar, as well as best practices, and ensure proper support is provided to all departments / schools across CNA-Q during period reviews.
The successful candidate will be responsible for leading the design of a complete rewards scheme to ensure internal equity alignment with CNAQ’s overall strategic objectives. Lead and manage various employee retention and satisfaction initiatives across CNA-Q.
The successful candidate will develop and monitor the annual budget of HR Department’s in conjunction with the Vice President.
The Manager, Human Resources will provide professional development support and perform periodic performance reviews for direct subordinates to contribute to the development of employees and oversee the establishment of the Human Resources Key Performance Indicators (KPIs)
Education and Certifications:
Bachelor’s degree required in Business Administration, Human Resources or related field
Master’s is preferred in Human Resources or other related field
Minimum 10 years of relevant experience in HR or related field
2 years of managerial experience
Fluency in written and spoken English language is required
Fluency in written and spoken Arabic language is required
Other Required and Desirable Skills:
A highly motivated individual with strong leadership skills and a desire to achieve organizational success and to lead by example is required. Demonstrable experience in leadership of Human Resource Management for an educational institution is desirable. A proactive can-do attitude to work and good time management is essential. The candidate should have the ability to anticipate change and effectively manage quality and risk at all times. Effective resource management skillset is essential. Commitment to positive relationship building and effective working relationships across all levels of the organisation is required. Knowledge of people Management and Strategic Planning is required. A Commitment to ongoing training and continuous professional development is desirable.
Candidates must demonstrate explanatory communication and interpersonal skills and fluency in both English and Arabic languages.
