The College of the North Atlantic – Qatar is inviting nominations and applications for the position of Vice President, Finance and Administration. Reporting to the President, the Vice President Finance and Administration must be a proven leader with the skills and expertise necessary to provide leadership in all the financial and administration affairs of the college and fully implementing the College’s mission and vision.

Duties & Responsibilities:
This position requires an energetic and enthusiastic individual who will lead, manage and oversee implementation of all activities of the Finance and Administration division and ensure that the division’s strategy is designed, developed and implemented in line with CNA-Q’s overall mission, strategy and objectives. This successful candidate will ensure that the affairs of the college are managed in a financially responsible manner, for the long term; ensure financial policies are established, plans, budgets and metrics are set, performance measured and corrective actions taken.
Candidates should have an outstanding record of industry experience in Finance and Administration and possess the qualifications necessary to be successful in the role of Vice President, Finance and Administration.

The successful candidate is responsible for contributing to the formulation and implementation of CNA-Q’s strategy, lead the development of the Finance and Administration division’s policies and monitor the Finance and Administrations key performing indicators (KPI’s) on a regular basis. Another strategic function for this position is to develop and monitor the annual budget of the Finance and Administration division and oversee the efficient and effective management of Finance and Administration functions such as Human Resources, Finance, Information Technology, Facilities and Procurement as well as oversee the effective collaboration between these departments.
The successful candidate will oversee workforce planning with the HR Manager and Talent Acquisition Section Head and lead development and implementation of a robust talent acquisition and development plan to attract and retain talent. This includes leading the development and implementation of on-boarding, learning and development, succession planning and career development and keeping the President and the Board of Trustees updated on recruitment of senior positions at CNA-Q.

The successful candidate will act as the principal financial advisor to the President and the Board of Trustees, providing advice on the formulation of overall financial policy and strategy and overseeing the development of CNA-Q’s financial budget and monitoring adherence to it. This will include monitoring compliance to local and international financial and accounting laws and regulations and overseeing the period-ending closing activities, period-ending processing, accounts receivable / accounts payable reconciliation statements.
The successful candidate will oversee Information Technology services to ensure that CNA-Q’s departments and campus are provided with an efficient and integrated IT system and timely deliverance of services.

The successful candidate will oversee the selection of and relationships with outsourced services (Facilities, health, safety and environment, maintenance and housing facilities) and oversee the development and implementation of procurement plans with the aim to provide CNA-Q with materials in a timely, effective and efficient manner.
The successful candidate will provide executive-level reporting to the President and the Board of Trustees on a regular basis regarding overall operations of the division and potential risks and issues and be the primary contact of CNA-Q for the Ministries (e.g. Ministry of Education, Ministry of Administrative Development, Labor and Social Affairs, Ministry of Finance) for all matters relating to annual and capital budgeting as well as for financial reporting.
The successful candidate will provide professional development support and perform periodic performance reviews for direct subordinates based on CNA-Q’s Employee Performance Management framework to ensure continual high performance of employees in alignment with the College’s mission and mandate.
The successful candidate will also develop workforce plans for the Finance and Administration division in collaboration with Human Resources and collaborate with Human Resources to provide employees with appropriate learning and development opportunities.

Qualifications
Education and Certifications:
Doctorate degree in a relevant discipline from a recognized, accredited institution.

Experience:
Minimum 14 years’ experience in a senior leadership role within a relevant discipline.
6 Years Managerial experience
Language:
Fluency in written and spoken English language is required
Bilingual in English and Arabic language is preferred

Other Required Skills:
Highly motivated and innovative individual with an outstanding track record of leadership and management in a post-secondary institution. Demonstrated experience in Finance and Administration process and best practices. Strong leadership skills with a desire to achieve organizational success and the ability to lead by example is required. Effective Strategic Planning skills are required. A proactive can-do attitude to work and good time management is essential. The candidate should have the ability to anticipate change and effectively manage quality and risk at all times. Effective resource management is essential. Commitment to positive relationship building and effective working relationships across all levels of the organisations is required. A commitment to ongoing training and continuous professional development is desirable. Candidates should demonstrate explanatory communication and interpersonal skills and fluency in English language is required, knowledge of Arabic language is an asset.
