Your Main Responsibilities:
The Safety, Health and Environment Regional Manager is responsible for the regional management of Safety, Health and Environment in BAE Systems Saudi Arabia implementing effective processes for reducing to a minimum the risk of injury, ill health, property damage and impact on the natural environment. To performance manage the business in order to achieve agreed objectives. To provide guidance to the business in all aspects of SHE in order to gain continuous improvement. To define and implement an integrated SHE strategy for the business ensuring the delivery of statutory requirements. To ensure the provision of education and training to all levels of the business in order to promote a proactive safety culture. To provide guidance and support to the business an all aspects of SHE legislation and ensure systems are implemented in order to achieve compliance.
Will take a senior and coordinating role in the investigation of major incidents and accidents and will assist where required in accident, incident and significant near miss investigations.
Will audit the SHE arrangements and their application across the business
Monitoring of SHE performance in BAE Systems Saudi Arabia and the implementation of the Group and Business unit SHE Policy, Standards and Procedures.
Provide practical interpretation of legal requirements applying to SHE matters to managers and staff.
Provide competent advice and assistance to all staff, enabling them to discharge their responsibilities under the SHE Policy.
Will manage the SHE Advisors and SHE Coordinators within their area of responsibility in implementing the SHE policy requirements at the operational locations.
Will provide Business Unit guidance and support on the requirements of the SHE Policy, Framework and Standards.
Will provide competent advice and assistance across the business areas and sectors on compliance with the Group and Business Unit SHE Policy, Manual/Framework and Standards.
Will provide oversight, support, advice and guidance to the SHE Coordinators within their areas of responsibility relating to the application and delivery of the SHE policy and Standards.
Assist risk assessors and become part of the Risk Assessment Team where required.
Provide competent advice with regard to the safety aspects of the host country legislation, approved codes of practice and standards, and information from interested parties and professional bodies which may have an impact on operations.
Ensure the integrity of the data held on SHE Intranet Site and CSR Reporting (including validation, accuracy and currency audits) and collate statistics and management reports from these sources.
Support the SHE Function by providing a single central source of competent advice on all SHE issues across BAE Systems Saudi Arabia, ensuring consistency of approach by applying the designated standards.
Will carry out “Contractor Assessments” of Service Contractors in accordance with the process defined within the Standard.
Provide competent advice and guidance at SHE Committee Meetings.
Will assist in the attainment and maintenance of relevant international standards as set by the Business i.e. 45001/14001 etc.
Where required, or in the absence of a capable SHE Advisor/Coordinator, deliver mandated training as detailed within the “SHE Training” document such as SHE Induction for new arrivals and transferees (all nationalities), Fire Awareness, First Aid and Fire Warden Training etc.
Will develop and deliver workplace specific training courses such as MH, WAH, COSHH, RA etc.; identified through risk assessments, accident investigations, trends analysis, or to support a particular programme or improvement. This will be supported by the SHE Function or other Functions where required.
CORE FOCUS AREAS/KEY RESPONSIBILITIES:
Will assume the duties of a SHE Advisor as outlined in 4.5 where this position is not otherwise filled, but in addition will oversee and drive all SHE related activities for his area of responsibility.
Will ensure the regional implementation of the SHE policy and SHE Management System requirements at operating locations within their scope of responsibility.
Will take a senior and coordinating role in the investigation of major regional incidents.
Will provide guidance and cooperation on the requirements of the SHE assurance activities
Will monitor regional SHE performance and the implementation of SHE Policy and Procedures.
Provide practical interpretation of legal requirements applying to SHE matters to regional managers and staff.
Provide advice and assistance to regional staff that will enable them to discharge their responsibilities under the SHE Policy.
Will manage the region SHE Advisors and Coordinators in implementing the SHE policy requirements at the operational locations.
Will report where required, on investigation of lost time accidents, dangerous occurrences, fires, pollution and environmental incidents.
Will provide regional SHE training analysis, trraining plan, delivery and records keeping including mandated courses.
Will work in harmonic approach with other SHE Regional Managers within the BU.
Your Skills & Qualifications:
Candidates must be able to demonstrate they have the appropriate qualifications and experience and are eligible to register with the the MHRSD as either an Ocupational Health & Safety Practitioner or as a Professional as per the requirements of Ministerial Decision 76509.
The SHE Management System requires the jobholder to have a developed understanding of SHE therefore he will hold a recognised Diploma in Occupation Health and Safety (Level 6) or equivalent which would provide membership to IOSH and have good general management experience preferably gained in a large organisation. Five years post qualification experience in a similar SHE role is necessary to ensure the post holder has the breadth of knowledge to provide competent advice.
Broad Range of defence or similar related experience, appreciation of multi-cultural / country operations and deployment of SHE management systems in host countries. Experience of working in a multinational company
Technical knowledge must be of a sufficient level to enable support to all aspects of the business they are deployed in.
Must be able to influence at all levels within the organisation; therefore, in addition to technical knowledge certain key behavioural competencies are required;
Managerial & Leaderahip skills
Technical experience should include manufacturing, multi-site operations; contractor management, leisure facilities, hazardous substances and it would be desirable for specific aviation industry, military engineering, systems support and support services experience.
