Health & Safety, Events & Production Officer – twofour54 , UAE

Duties & Responsibilities
Plans, coordinates, and directs Safety & Business Continuity program within Film and TV services designed to ensure the ability of the department to minimize potential risks and hazards at production sites to prevent accidents in line with OSHAD and OSHAS 18001 standards.
Pro-actively provides operational
support, advice, and assistance to clients when health and safety problems arise and works to resolve it quickly and effectively, needs to develop positive health and safety relationship with key production teams to ensure effective communication and continuous improvement of the production safety rules.
Maintain, update and continually improve safety documents and procedures and ensure appropriate implementation through continues awareness, inspection, and audit on contractors and third parties at the production site. Formulates and maintains safety & objectives and conducts periodic evaluations and coordinates results with Film and TV Services to maximize productivity, quality of service and client satisfaction.

Duties & Responsibilities
1. Maintain and update Safety policy and procedures in line with business requirements and international practice, OSHAD standard, internal, and external audit.
2. Ensure appropriate documentation of safety documents in line with twofour54 OSHMS manual and procedures
3. Evaluate and inspect operation areas and production sites periodically and provide recommendation and solutions to avoid work interruption.
4. Conduct Business Impact Analysis and Risk Evaluation on Film and TV services, identify risky areas and critical facilities, propose control measures and assist in providing the needed solution to ensure business continuity.
5. Develop emergency and evacuation response plan and test for effectiveness.
6. Develop KPIs related to Safety and track and determine their progress on business objectives.
7. Carry out regular inspection & audit on production sites (including out of office hours) and ensure contractor and third-party compliance.
8. Ensure implementation of necessary corrective actions on internal and external audit observations.
9. Coordinate with the relevant departments and stockholders on reviewing Permit to Work (PTW) applications.
10. Conduct regular awareness and induction sessions on safety aspects to twofour54 employees, contractors, and third-party staff.
11. Conduct awareness and induction sessions on safety aspects and method for all production companies going to use KIZAD or any twofour54 sites.
12. Review and facilitate the approval of contractor related OSHAD plans and paper work before kicking offset construction and production.
13. Checking all contractor’s method statements and Risk Assessments for carrying out work against their actual work on site ensuring that all the role players understand their responsibilities and functions and that they will be held accountable for safety on site.
14. Attend emergencies and liaise with local authorities when necessary.
15. Monitor the continuing safety of the site throughout the production. Pay attention to structures, Material, electrical supplies, installations and other equipment provided.
16. Monitor and review safety procedures and whether procedures are being followed and advise the Client’s producer of any actions needed to rectify the negative situation immediately and effectively without affecting the production negatively.
17. Conduct awareness sessions on safety aspects using multiple communication channels such as presentations, emails, SharePoint, etc.
18. Ensure lessons are learned when accidents and near misses occurring, and those necessary improvements are introduced as a result.
19. Liaise with twofour54 Strategy and Business Excellence and the Health and Safety departments to share practices, provide regular updates and suggest improvements to OSHMS.
20. Proactively communicate with the client and production team and escalate issues where necessary.
21. Act in a highly professional and courteous manner always and maintain very high levels of quality in terms of business integrity and customer experience.
22. Review and investigate reports of accidents or incidents and provide recommendations to prevent recurrence.
23. Maintain adequate records of HSE documents, incident reports, Risk Register and regularly to monitor and update these records.
24. Advise consultants, contractor’s employees and other stakeholders about OSH policies, procedures, guidelines and standards.
25. Produce Production Safety File for each production in collaboration with the Production Manager and Client’s producer to be shared with internal and external auditors when needed.

Experience
• Film and TV Production experience
• 5 years or more experience in H&S area.
• Implementing OSHMS system
• Audit and report finding

Qualifications
• Bachelor Degree in Mechanical/ Electrical or Civil Engineering
• ISO OSHAS 18000:2007 Lead Auditor certification
• NEBOSH IGC / International Diploma
• Audit skills and capabilities
