Lead the management of conventional system, containment and component Turbine and Refuel services for forced and planned outages to ensure that the Barakah Nuclear Power Plant (BNPP) outages are supported in accordance with industry best practice while ensuring the highest standards for nuclear and employee safety. Provide coordination of LTMS vendors with Outage Management during schedule development execution and close-out. Ensure support services are coordinated and available to meet schedule demands. Coordinate vendor resource requirements to ensure that critical and near critical path activities are not impacted.
1. Turbine and Refuel Services Management
Monitor the work of the various leads and the service contractors in their areas of responsibility to identify progress and performance issues.
Engage with outage control center (OCC), plant and vendor management to address high level issues related vendor performance and schedule modification requirements.
Support forced outages and down powers to ensure that specialized resources are available in a timely manner
Ensure that key milestones are identified well in advance and communicated to the leads and contractors so that workers, infrastructure and equipment are staged and ready.
Liaise with outage management, maintenance and contract performance management to identify upcoming requirements for their areas of responsibility so that requirements for specialized or scarce resources can be projected.
Monitor the progress of multiple outages to ensure that contract resources are being appropriately utilized between units.
Develop and maintain relationships with key vendors in their area of responsibility to ensure that vendors are developing and maintaining the proper depth and breadth of capability to meet the needs of BNPP outage requirements.
Establish management expectations including a robust safety culture providing personnel with an open environment to raise issues and concerns, to ensure that expectations are aligned throughout the department.
Support effective management systems in the Turbine and Refuel Services organization to fulfill the Operating License and regulatory requirements.
Engage in the nuclear industry on best practices, operating experience (OE) and lessons learned to foster a culture of continuous improvement within the Turbine and Refuel Services organization.
2. Staff Training and Qualification
Ensure staff meet the management expectations, standards, goals and objectives for training, and communicate these to all assigned personnel to support enhancing their capability and competence.
Identify and define internal and external training requirements and opportunities for the personnel involved in Central Turbine and Refuel Services processes.
Provide input to annual budget plan of assigned outage service organization, as well as planned unit outages and monitor financial performance versus the budget to ensure alignment.
4. Outage and Emergency Response Organization (ERO) Support
Support outage and/or the ERO, as assigned, to ensure safe, reliable and continued operations; this may require shift work/off hours support
5. Operational Planning
Provide input into the development of the Division’s systems, processes and procedures, as well develop and implement the Department’s systems and processes, identifying potential areas of improvement to ensure efficient, effective, safe and risk-free operations as well as compliance with corporate and regulatory requirements.
Monitor, control and report Operational and financial Key Performance Indicators (KPIs) related to the Department, to track performance and recommend corrective or mitigating actions.
Ensure that all relative reports are prepared timely and accurately and meet the Department’s requirements and standards.
6. Health and Safety and Security
Ensure compliance to all relevant health, safety and environmental management policies, procedures and controls across the Division/Department/Section by the delivery of the Health and Safety Management Program to guarantee employee safety, legislative compliance, delivery of high quality services and a responsible environmental attitude.
Follow all relevant Security policies, processes, procedures and instructions to ensure security compliance in all aspects of work, by applying them on self, others and Corporate assets.
Ensure compliance with corporate requirements for adherence to policies, procedures and instructions related to Crisis Management and Business Continuity in order to continue mission critical activities.
7. People Management
Manage the effective achievement of the Organization’s objectives by setting individual targets, developing and motivating staff, and providing formal and informal constructive feedback and appraisal – in order to maximize subordinate and department performance.
Contribute to the development of UAE National employees in a manner which supports the objectives of the corporation and its Emiratization strategy.
Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities of UAE Nationals where applicable and maximize their effective performance.
Education & Experience
Diploma or Equivalent.
10 years of relevant experience, out of which:
2 years in a Managerial role, including:
Nuclear power operations.
Refueling outage (or initial fuel load).
2 years Nuclear Power Plant experience.
12 years of relevant experience, of which:
5 years in Pressurized Water Reactor (PWR) Nuclear Power Plant experience at an operational site and or Advanced Pressurized-water Reactor APR-1400, Open Pool Reactor (OPR)-1000 or Combustion Engineering Nuclear Steam Supply System (CE NSSS) Design, Work Management or Outage Management experience, as applicable for position.
4 years in a supervisory/ managerial role in a nuclear power plant.
