Job Description
Co-ordinate, plan, administer and control all Contracts and Consultancy Services for Maintenance Division to ensure
o Timely renewal of contracts, allowing continuous provision of Contractor services being supplied to end user Maintenance Departments.

o That the Companys best interests and reputation are being safeguarded in all Maintenance Contract activities and cost savings are generated through negotiation to the Companys best advantage.

Maintain flexibility in the number of contracts being administered and handled in Maintenance Division, which is continually increasing due to P.A. ownership de-centralization by Procurement Department and the on-going development of new complexes and new technology methods On-Refinery.

Monitor commitment on al Maintenance Division Contracts by using EMPAC system in assessing purchase orders raised against the Purchase Agreement value to ensure compliance with Company Schedule of Authority levels and timely advice to Managers on their control of ceiling values set for each contract.

Prepare reports, letter, memos, tender documentation and bid summaries and other contract related documents to ensure written communication both internally and externally complies with the Companys procedure.

Co-ordinate tendering processes involving timely pre-qualification of Contractors, specification writing/ Tender list approvals/ bid analysts and contract negotiation and award recommendation to ensure compliance with established Company procedures.

Ensure diligent cost and budget control for all company T&I budgeted activity, contract costs and timely purchase order issuance to comply with all Company Standards and procedures. Recommend and review the availability of funds for all T&I purchase orders and route requests for Funds Approval.

Review and sanction timely payment of all contractor/supplier invoices and vetting of all Variation Order requests for payment, to ensure compliance with Company Standard terms of payment to suppliers, and safeguarding Companys financial reputation in the market place.

Advice GM and superintendents on best methods of contracting best contracting practices and philosophies and justifies all technical and commercial recommendations from Dept. Management to GM, to ensure that work is carried out to the highest industry standards, and in compliance with Company auditing standards.

Ensure expeditious mobilization of Contractors and Consultants to ensure work requirements of user departments are carried out on time and within defined programmers in order to avoid financial loss to the Company.

Delegate Maintenance Division Contracts Activity to subordinate staff to assist in developing their basic Quantity Surveying skills to ensure their full understanding of tasks undertaken, urgency and need of accuracy for audit requirements.
