Senior Treasury Operations Specialist – Islamic Development Bank , Saudi Arabia

Job Purpose:
Supervise treasury(operations) back office functions including the management of liquidity / cash flow positions, validating and authorizing final settlement of deals according to DOA and closely coordinate with IT dept. to keep settlement systems operational and recommend for system enhancement and updates for ensuring accuracy and timely execution of treasury deals. In addition to maintaining relationship with IsDB correspondent banks, maintain and regularly update standard settlement instructions(SSI) records related to Treasury counterparts.

Key Accountabilities:
Management of Liquidity and Cash Position
Monitor and review the bank account positions/statements and confirm to investment division on funds availability for their investment decisions.
Manage intraday liquidity
Review Treasury investments and borrowing maturity profiles by arranging all outstanding investments and borrowing positions.
Review the weekly maturity reports and accordingly authorize for final transmission of swift MT 210 and MT 202 messages to IsDB agent banks.
Arrange needed account replenishments to maintain the required balances in call accounts to cover outstanding payment obligations.
Assist Treasury stakeholders in managing their liquidity when required.
Confirm funds availability and the value date for the disbursement of IsDB projects payments

Deal Processing and Settlements
Review and validate deal tickets for the Treasury Department’s transactions, including money market, sukuk investments, forex, issued sukuk, coupon payments ,coupon receipts and swaps, and ensure accuracy of all executed details.
Perform settlement deals by validating and authorizing Swift payment messages as per DOA and ensure all swift messages are acknowledged.
Ensure sufficient balances available for any required payment transactions.
Comply with market standard settlement rules in regard to currencies cutoff times.
Review daily placement positions, reverse murabaha positions, and cash balances positions
Reconcile all daily trading activity ensuring the proper and timely settlement of all trades.
Participate as KBU in the system development and enhancement for Treasury Operations activities.
Liaise with correspondent banks and custodians to ensure proper and smooth execution of settlement transactions.
Ensure that all transactions are released on time and cleared from SWIFT and AML Compliance systems.
Review commodity Murabaha confirmations and ensure they are prepared as per the agreement.
Ensure confirmations are exchanged with counterparties on time and in compliance with agreements and commitment signed.
Ensure that proper end of day checks and controls are met.
Review and clear all service invoices related to treasury systems, commodity brokers and custodians in compliance with internal process with correct cost centers assigned
Ensure and follow up that all Treasury operation systems and printers are working properly.
Ensure timely payment of OCR share in ITFC trade syndication transactions
Manage Fixed income custodian accounts and transfer any incoming funds to IsDB main accounts.

Policies and Procedures
Adhere to policies and procedures that direct the management of cash processes that are in line with corporate policies, accounting best practices, statutory requirements and meet changing business requirements
Review policies and processes for the company related to processing payments, cash in/out flows and suggest recommendations for improvement
Review accuracy of all account details, ensuring full compliance with all bank polices and regulations

Reporting and Communications
Report on daily exposure limits for placements
Reconcile any difference between bank account statements
Generate reports on all deal processing and settlement activities as required
Report on the exceptions which arise from business as usual practice
Report on Key performance indicators set by the management
Prepare various reporting on liquidity portfolios under Treasury’s management

Job Requirements:
Academic qualifications
Bachelor’s degree in Accounting, Finance, Business Administration or related field is required
Professional Certification (preferred): CTP, CerT,, CTM, ACI Operations or any Treasury Operations relevant certificate is preferred

Languages
English (mandatory)
Arabic (preferred)
French (preferred)

Minimum number of years and nature of experience
10 years of relevant experience.
Experience in finance and accounting
Minimum One year of experience in payments processing
Knowledge in treasury back office operations, settlements, swift system and /or other related fields.
Knowledge of financial markets, industry norms, and procedures
Knowledge of Islamic banking structures and tools is highly preferable, including money market instruments, sukuk, and swaps
Liquidity and cash management experience is preferred
Back office and settlement functions , Swift administration
