The role of Senior capital markets specialist is responsible for identifying, analyzing and meeting IsDB’s funding requirements, structuring Sukuk issuance (including Green, Social and Sustainable) and coordinating with various internal and external stakeholders to execute the issuance, implementing swap activities etc. Moreover, the job holder provides technical guidance to less experienced team members on funding activities, Share Capital activities and advises Member Countries on funding activities and resolves relevant inquiries / escalated issues.
Capital Market management
Prepares, in coordination with other team members, the yearly resource mobilization plan, covering the target size, terms, currency, maturity in compliance with approved policies.
Implements resource mobilization activities from capital markets for IDB-OCR through appropriate instruments e.g. Sukuk issuance (Public and Private Placements) and Reverse Murabaha transactions, taking into account both the normal funding and stress test requirements; structures the issues and obtains clearance from the relevant committees as well as approval from the Management and the Board of Executive Directors.
Provides input and recommendation to the management regarding identification and selection of trustees, paying agents, book runners and other related parties for capital markets’ activities, undertaking regular review of their performance to promote IsDB Sukuk in the markets.
Implement the Green/Social/Sustainable Sukuk framework and act as the leading member for the taskforce for the implementation, monitoring and impact reporting.
Technically leads the sukuk structuring discussions internally and externally and participate in relevant seminars, conferences and high level investor meetings when required.
Implements swap transactions in accordance with approved policy and procedures.
Follows up on IDB-OCR capital overdues, particularly those from large shareholders to avoid adverse impact on the Bank’s credit rating.
Prepares / reviews customized reports for IsDB Management and relevant Committees and the Board of Executive Directors on the progress of IsDB’s Sukuk issuances, capital subscriptions, voting power, etc. and work on new capital increase exercises when required.
Resolves escalated issues and provides advice and assistance to Member Country institutions, upon request, on structuring and issuing Sukuk and the overall development of the Islamic capital markets.
Liaises with other functions to ensure successful organization of significant flagship events and roadshows, such as the International Sukuk Conference.
Develops, maintains and implements internal policies, procedures and guidelines related to Sukuk issuance, swap and other capital markets related activities under the guidance of the Lead Specialist and the Division Manager.
Monitors and review the Sukuk performance assets during the post issuance period and undertakes periodical revaluation of the swap positions.
Operational excellence support
Provides technical guidance and reviews the work delivered by less experienced team members.
Ensures the effective implementation and adherence to respective policies, procedures and controls so that all relevant procedural / legislative requirements are fulfilled.
Keeps abreast of the latest developments, regulations and leading practices in the field and proposes any necessary actions.
Proposes and implements process improvements to increase efficiency, effectiveness and compliance of the related operations.
Provides necessary input for the preparation of the function’s budget and for the monitoring of actual expenditure against the approved budget.
Academic Qualifications: Bachelor’s degree in Economics / Finance / Mathematics / Business Administration or related discipline
Minimum number of years and nature of experience
7-10 years’ relevant experience in treasury / capital markets management, ideally with at least 3 years in Multilateral Development Banks
