Role Summary
 Leading all related Geotechnical, Environmental, Pavement and Quality tasks & team.
 Assist the teams to perform the design review and construction/quality review functions. Will also provide technical & related managerial support to the Heads of Section area teams.
 Provide expertise in design and construction standards and specifications for highway and local roadway projects, performing design, constructability and value engineering reviews, evaluate change orders, and other related activities necessary for successful programme delivery.
 Serve the RPD’s Quality and Construction management improvement initiatives. It is the primary contact and lead for the team within RPD responsible for the development and implementation of the Quality Management System (QMS), Client’s Constructing Excellence (CE) initiatives.
 Support initiatives for construction enhancement, facilitates workshops, leads task forces and in particular drives Client’s CE imitative

Responsibilities
 Leading team and all related tasks.
 Focal & main contact for coordinating with all internal & external stakeholders.
 Administer a Quality Management System which defines all processes applicable to Project lifecycle management from inception, through design, construction and handover.
 Ensure compliant with local legislations and applicable regulations, codes of practice and industry best practice.
 Monitor key quality performance measurements on Projects.
 Monitor and audit Supervision Consultant and Contractors
 Monitor non-conformance reports and completion of rectification works; identify trends in observations in an effort to advice measures to prevent reoccurrence.
 Lead contact person for QSD, to support their audits and provide suggestions for improvement and oversight of findings closure and improvements.
 Provide briefing, support and review comments to GEC for close out of audit findings.
 Support ad-hoc Client or external Audit on RPD Projects.
 Ensure governance documents are reviewed and revised as required and adequate level of accessibility provided to Client/RPD/GEC/Contractors.
 Analyse current-state data on projects, support benchmarking, pilot projects and improvement in performance management, collaborating across teams.
 Support in developing and delivering training, certification and industry awards.
 Support enhancement of Tenders, facilitate pre-tender workshops
 Lead Department wide presentations for Executive teams, Client, Client Stakeholders, Municipalities and others.
 Coordinate, advice and provide support to Area Delivery Teams, Functions and Client
 Support development of integrated solutions working with Client and Client Stakeholders, for initiatives such as Tableau, Blue Works etc.
 Provide tracking, reporting, analysis and recommendations on key responsibilities and additional tasks; by way of spreadsheets, reports and dashboards.
 Mentor Staff
 Other duties as assigned.

Qualifications:
More than 14-year experience with degree in BSc, BEng, BA or Equivalent
7 years of related experience
Regional Experience required

Qualified professional who can manage and coordinate specialised activity, discipline or team of moderate size and complexity. Leads in the formulation of advanced technical concepts. Or,
Provides specialist services in support of project requirements. Independently performs highly complex professional assignments demanding contributions calling for the application of specialised principles.
