Senior Procurement Engineer – Nesma – Mecca, Saudi Arabia

Job Description
Ensure that the requested items meet the required specifications and are obtained at the lowest possible price and delivery schedule
Prepare material submittal as per specifications and project requirements ensure the submittals are complying with required specifications and project requirements
Ensure that purchase orders are issued in timely and efficient manner
Distribute the purchase request to the purchasing agents or buyers for action
Implement and maintain the Quality Management System for the Procurement of a project together with the generation of the required quality records and demonstrate this
Identify materials required for projects from BOQ, drawings and specifications
Coordinate and consolidate request for materials among multiple projects to negotiate the most advantageous terms for the company
Coordinate with engineering when design/ details are involved
Prepare, review and properly update the procurement schedules and material files
Send procurement schedule to project manager to complete with required dates for each material
Identify qualified suppliers for material
Evaluate vendor’s proposal technically in compliance with project specification and drawings, prepare financial report, analyze in technical and commercial aspects and other information to prepare techno-commercial comparison
Meet with suppliers to discuss the requirements of the offered quotation and negotiate prices, payment terms and delivery conditions
Prepare the purchase orders/ subcontract agreements as per approved submittal and material service request sent by site
Conduct regular visits to sites for procurement coordination
Attend project meetings (as required), trade shows, conferences, conventions and seminars to network with people in other purchasing departments
Monitor contract performance to ensure compliance with contractual obligations
Maintain quality records for all purchase orders, items, purchased costs, delivery, product performance and inventories
Maintain price control for all purchased items and identify / maintain new price control
Expedite some items in coordination with the quality control section
Liaise with internal and external stakeholders for the execution of procurement transactions
Evaluate new / current vendors capability and performance as per its prequalification and previous executed projects
Prepare and maintain all materials file in proper manner or as per department policies and procedures

Skills
Minimum 7 years of Procurement experience.
Possess good interpersonal skills and capacity to handle difficult situation and worked well in a fast-paced environment
Strong in leadership, analytical, implementation skills and independent with minimum supervision.
Strong verbal and written communication skills.
Good Microsoft knowledge in presentation and excel skill including pivot table, v-lookup and use of formula to tabulate data
